  • Added value for funding partners

    01 — Better-Prepared Project Owners

Formal eligibility alone says little about whether a project is genuinely suited to a funding programme—or whether it can be implemented successfully.

Our Funding Readiness approach helps project owners address these questions before submitting an application. We examine the project’s strategic fit with the programme, the evidence supporting the identified need, the viability of the partnership structure, the available implementation capacity, and the credibility of its intended impact and long-term sustainability.

For funding partners, this means that requirements are understood earlier and project owners enter the funding process better prepared and with a clearer sense of direction.

    02 — Better-Fitting Projects, Not More Applications

The purpose of the Funding Ecosystem is not to generate as many funding applications as possible. The real objective is to identify, at an early stage, which type of financing is genuinely suited to each project.

Some projects are ready for the next step. Others first need additional partners, a stronger project structure, or further preparation. In some cases, a different funding instrument may simply be a better fit.

Funding Intelligence helps make these distinctions visible as early as possible. This enables project owners to use their resources more effectively—while funding institutions receive fewer unspecific enquiries and more relevant, better-aligned project proposals.

03 — Connecting Expertise and Partnerships

Many international and Ukraine-related projects depend on collaboration between different stakeholders. Depending on the project, this may require municipal experience, specialist knowledge, academic expertise, local insight, or technical implementation capacity.

The Funding Ecosystem helps make existing capabilities and interest in cooperation more visible, facilitating meaningful connections between organisations.

The aim is not to evaluate potential partners or prescribe which collaboration is “right.” Instead, we create transparency around the experience, expertise, and resources that different stakeholders can contribute—and identify where their capabilities may complement one another.

NGOs, diaspora organisations, municipalities, universities, companies, and other stakeholders can discover one another more easily and explore potential cooperation based on their own objectives and requirements.

For funding partners, this provides a clearer view of the expertise available, potential opportunities for cooperation, and promising project constellations.

04 — A Clearer View of the Project Landscape

Funding programmes represent only one side of the funding landscape. On the other are concrete needs, organisations, and projects at different stages of development.

As the Ecosystem grows, we aim to build a more structured picture of the Ukraine Project Landscape: Which needs occur repeatedly? Which projects are already in preparation? Where are financing gaps emerging? Which capabilities or partners are missing? And where might several organisations already be working on similar challenges?

For funding partners, this creates an additional perspective on the project landscape—one that looks beyond individual applications to reveal the underlying needs, developments, and potential financing gaps.

05 — Turning Funding Experience into Earlier Insight

Funding conditions, calls for proposals, and programme information are now widely available and increasingly accessible through digital and AI-powered tools.

The practical knowledge held by funding institutions, however, is far more difficult to access.

Through their day-to-day work, funding partners understand why formally eligible projects may still fail, which requirements are frequently underestimated, and which combinations of projects and partners tend to work particularly well in practice.

Our aim is not simply to “collect” this knowledge. We want to turn practical experience into actionable insight that can inform project preparation at an earlier stage. Project owners should be able to recognise recurring obstacles before submitting an application or approaching a funding institution.

    Connecting Knowledge in Both Directions

The Funding Ecosystem therefore sees funding partners as more than sources of finance. They hold a vital part of the knowledge needed to transform a project idea into a fundable and implementable initiative.

Project owners, in turn, contribute concrete needs, local knowledge, and practical implementation experience.

BI-Engine brings these two perspectives together in a more structured way.

Funding practice → Funding Intelligence & Readiness ← Project practice

The goal is a learning ecosystem in which insights do not remain on one side, but continuously contribute to improving the quality of future projects.

Your Experience Is Part of the Ecosystem

We welcome dialogue with funding institutions and financing partners that have practical experience with projects and project owners.

This is not about collecting personal or sensitive data, nor about evaluating individual funding institutions. The focus is on practical experience, recurring challenges, and opportunities to improve the interface between project owners and financing.

Insights from these conversations are consolidated by theme. Individual statements will neither be published by name nor attributed to an organisation without prior consent.
