    From Project Need to Financing and Implementation

    A strong project begins with a concrete need—not with a funding programme. The challenge is to develop that need into a project that is suitable for financing, meets the necessary requirements, and can be implemented with the available expertise.

    Depending on the starting point, this may involve developing a suitable financing pathway, improving funding readiness, bringing in additional expertise, or supporting the implementation of a project that has already secured financing.


    01 — Funding Intelligence

    Which type of financing fits the project?

    EU programmes, German funding instruments, foundations, and international financial institutions offer a wide range of financing opportunities. However, they differ considerably in terms of their objectives, eligible applicants, project size, partnership structure, and funding rationale.

    That is why we do not begin with the longest possible list of funding programmes, but with the project’s specific needs. We analyse which financing instruments are generally suitable for the project, what requirements they involve, and which opportunities should be prioritised.

    The result is a clear and transparent financing pathway:

    Project need → financing options → requirements → next steps.

    The aim is not to identify as many funding opportunities as possible, but to develop a realistic pathway to financing.


    02 — Funding Readiness

    Is the project ready for the next step?

    A good project idea is not automatically ready for a funding application. Often, the underlying need must first be defined more precisely, the project objectives refined, responsibilities clarified, or the necessary organisational conditions put in place.

    Our Funding Readiness approach therefore assesses the project from several perspectives: Does it fit the intended funding rationale? Is the need clearly substantiated? Is the necessary expertise available? Can the project be implemented from an organisational and financial perspective? And is the expected impact described convincingly?

    This makes it possible to identify at an early stage what is already in place and what still needs to be developed before an application is submitted. It saves effort and prevents resources from being invested too early in an application with limited prospects of success.

    Funding Readiness means creating the necessary conditions first—and then entering the funding process with a clear focus.


    03 — Partners & Consortia

    Bringing together the expertise needed for a joint project

    Projects require different types of expertise. A municipality, for example, may contribute its understanding of local needs and an implementation perspective, while a university provides scientific expertise, a public authority contributes administrative experience, or a company brings technical know-how.

    BI-Engine helps identify missing capabilities and potential cooperation partners. The objective is not to establish as many contacts as possible, but to understand which capabilities and roles a project requires and which organisations may, in principle, be interested in working together.

    For consortium-based funding programmes, this can gradually develop into a project structure in which the tasks, interests, and responsibilities of the participating organisations are connected in a clear and transparent way.

    The aim is to turn contacts into viable partnerships—based on clear roles and shared project objectives.


    04 — Investment & Reconstruction Intelligence

    When grant funding alone is not enough

    Not every project can be financed entirely through traditional grants. Particularly in areas such as energy, infrastructure, healthcare, digitalisation, housing, or municipal services, different forms of financing and several project phases may be required.

    BI-Engine therefore also considers how an initiative can develop from an early project idea into a more structured investment project. This may involve capacity building or a feasibility study at the outset, followed by a pilot project and, at a later stage, development or investment financing.

    Together, we assess the project structure, financing needs, requirements, and potential public or private financing pathways. The objective is not to turn every project into an investment project, but to align its financing pathway with its actual scale and stage of development.

    From the first funding component to potential investment financing, the project’s longer-term pathway should be considered from the outset.


    05 — Project Implementation

    Financing marks the beginning of implementation

    Securing funding brings a new set of challenges. International projects need to be coordinated, responsibilities put into practice, partners involved, milestones monitored, and the requirements of financing partners met.

    BI-Engine can also support project owners during this phase—from structuring work packages and responsibilities to project and stakeholder management, as well as coordination between German, European, and other participating organisations.

    Where additional management capacity is temporarily required, BI-Engine can also take on operational coordination or interim management functions. The scope of support depends on the specific project and the resources already available within the project owner’s organisation.

    Our objective is not merely a financed project, but one that can be implemented on a sound organisational basis.
